LACK OF ADMINISTRATIVE AND TERRITORIAL REFORMS IN THE SLOVAK REPUBLIC

Abstract
The administrative-territorial reform in the Slovak Republic was carried out in a wide range of reforms with the aim of democratization and modernization of state administration and local self-government, aligning it with European standards. The administrative-territorial reform in Slovakia was relatively poorly studied by Ukrainian scholars; instead, they considered the experience of Poland’s reforms in the first place. The country is similar to Ukraine in terms of population, more commensurate with the size of the territory, and most importantly – has a three-tiered structure of self-government, which is also characteristic of our state. The research objective is to study the experience of administrative-territorial reform in Slovakia. After significant political changes in Czechoslovakia at the end of 1989 – in early 1990, significant changes were also made in the organization of state power and local self-government. At the same time, the changes affected the administrative-territorial structure of Slovakia. There were created 38 districts (okres) with separate governments and 121 contours (obvod) with inland governments. The lands (kraj) were liquidated, and their functions were transferred to the peripheral and peripheral governments. However, it soon became clear that the administrative-territorial reform had a number of shortcomings, the main of which was that the administrative-territorial units of Slovakia were rather small and lacked sufficient conditions and potential for economic and social development. During 1996–2001, the second administrative-territorial reform continued. It resulted in the creation of 8 lands (Bratislava, Terna, Nitra, Trenchyn, Banská Bystrica, Zilina, Kosice, Prešov), 79 districts and 2,933 communities.
