Abstract
The article deals with problems of defence planning evolution, in particular the planning and programming of the Polish Armed Forces’ development in 19912007. First, organisational, legal and methodological solutions in the so-called defence independence period are discussed. Then the stage of adjusting the national planning solutions to NATO membership is analysed. In the further part of the article the author characterises the conceptual and construction solutions applied currently in the area of planning and programming of the Polish Armed Forces’ capabilities and structures development. The article closes with a critical evaluation of national defence planning with emphasis on negative solutions binding in the national defence planning. The changes analysed in the article and relevant transformation of armed forces’ strategic planning in Poland and current Armed Forces’ needs, especially connected with such planning and programming challenges as modernisation, professionalisation, limited budget means show the necessity to look for new methods, techniques and philosophies of development planning. Therefore from the cognitive and pragmatic point of view, the article meets such a need as the author tries to answer questions concerning the effectiveness and correctness of planning methods and techniques applied within defence planning and programming.
