LEADERSHIP AND MANAGEMENT: THE ESSENCE OF CONCEPTS, THEIR PLACE AND ROLE IN THE SYSTEM OF PUBLIC ADMINISTRATION OF UKRAINE

Abstract
The article deals with the concepts of «leadership» and «management » in public administration. If management is characterized by formal structured management relations in the organization, then leadership is characterized by the result of intra-group interaction between the leader and the group, through the motivating influence of the leader on people's behavior. The article shows the differences between leadership and management, leader and manager, that are demonstrated in the features of roles and functions performed in the management process. It is concluded that, in the context of decentralization of Ukrainian state power, leadership becomes a component of the professional competence of civil servants, and therefore is seen as a phenomenon necessarily inherent in official leadership; due to leadership there is an impact on socio-political, socio-economic and state processes in Ukraine.
