MACROECONOMIC FORECASTING AND PLANNING BUDGET REVENUES: SYSTEMATIC APPROACH

Abstract
The article describes the features of system approach to macroeconomic forecasting and planning as a component of income budget. Investigated the substance of the term «planning» and «prediction» as part of the management process. Scientists analyzed the views on the integration of forecasting and planning, systematized common and distinctive features of forecasting and planning. Compiled management model the formation of budget revenues Ukraine. In this article, four scientific approaches to the interpretation of the content of the concept of "prediction". The term "macro-economic forecasting revenues" considered in its narrow and wide format. Exploring the nature of the concepts of "macroeconomic forecasting revenues" and "macroeconomic planning budget revenues", defined their management focus and therefore belong to the management process. "Macroeconomic forecasting revenues" and "macroeconomic planning budget revenues" are analyzed from the perspective of systemic and targeted approaches to control the formation of budget revenues.Defined logic integration of forecasting and planning in the works of scientists. Author researchers identified three approaches: a study predicting the planning phase; understanding of planning as an element of forecasting; unity forecasting and planning as a single process.
