MANAGEMENT OF GOVERNMENTAL PROGRAMS FOR SUPPORT OF RESIDENTIAL CONSTRUCTION SECTOR

Abstract

This study presents the main instruments of social state policy used in Poland before 2013 in terms of support for meeting residential needs, such as flats for rent and housing benefits. The postulates of the governmental programs Rodzina na Swoim (The Family with Their Own Place) and Mieszkanie dla Młodzych (Flat for the Young) and the governmental idea of Fundusz Mieszkań na Wynajem (the Fund of Flats for Rent) (initiative by Polish bank BGK - Bank Gospodarstwa Krajowego) were presented. The main motivation for the problem analysed is the change in situation in the financial market and housing problems of families in Poland. The study analyses performance of the function of management of programs for support for residential construction that includes planning, organization, motivation and control. In conclusion, the study emphasizes the programs of subsidies and operation of the Fund of Flats for Rent to market conditions present in Poland and points to controversial postulates of the programs discussed which are likely to have been caused by rush and shortcomings in the field of planning of their implementation.
