METHODOLOGICAL APPROACHES TO EVALUATION OF FINANCIAL PROVISION OF FUNCTIONING OF BORDER TERRITORIES

Abstract
The methodical approach to assessing the effectiveness of cross-border cooperation of border regions is substantiated. The assessment of the effectiveness of cross-border interconnections and cross-border convergence should be based on modern instruments for research on integration, impact on regional development and assessment of a number of indicators that will allow quantitative and qualitative reflection of the potential of the border areas. The experience of the EU countries has four main areas to be identified for the assessment of transboundary interactions within the framework of functional, institutional, structural and ideological approaches. The author's position is based on the necessity of integrated assessment taking into account the indicators of cooperation in the following directions: economic, technical and technological financial, development of education, science and culture, social, pleasure, control, security, mobility and migration across borders. These groups of indicators are fully reflect the level of interpenetration of territories of transboundary cooperation. Financial support for transboundary cooperation is adapted to assess the experience of cooperation between Ukraine and Poland and is based on the following key indicator indicators: the ratio of incomes and expenditures of foreigners within the frontier movement in general, including in Ukraine, the total amount of financing for transboundary projects and programs; coefficient of participation of authorities in TCS, coefficient of participation of budget institutions in TCS, coefficient of financial provision of resources within the framework of realization of concrete projects, programs, etc. These indicators reflect the level of integration and financial support for the implementation of cross-border cooperation.
