MODERN CONCEPTUAL APPROACHES TO THE CONCEPT AND ESSENCE OF INTERNATIONAL LEGAL RESPONSIBILITY AS A FORM OF LEGAL LIABILITY

Abstract
The article considers the theoretical and legal aspects of the implementation of the international legal responsibility. A special attention is paid to the modern conceptual approaches to the concept and the essence of international legal responsibility. The author highlights the content, meaning and the peculiarities of international legal responsibility in the context of the internal and external policies of confrontation and threats to international security by defining the rights and freedoms of man and a citizen in the modern globalized world.
