Modern US Experience in Prevention of Terrorism

Abstract

The article analyzes modern experience of the United States of America in the field of preventing terrorist activities. It is noted, that antiterrorist legislation of the USA has started to develop actively after the well-known attacks of the 11th of September 2001. The new federal law «Patriotic act» of 2001 significantly expanded the powers of the special services and law enforcement bodies in the fight against terrorism, which subsequently became the cause of many scandals related to the shadowing their own citizens and foreign governments. Although today many contradictory norms of anti-terrorist legislation have ceased to exist on the basis of congressional decisions, it still has a significant number of norms that allows various state agencies to collect confidential information. The author also gives information about the system of subjects of preventive activities in the field of counteraction to terrorism. This system is headed by the Ministry of National Security, which unified 22 federal departments and agencies, as well as by the Administration of Transport Security of the USA. The system of subjects of terrorism counteraction includes Council of National Security of the USA, Council of Internal Security of the USA, National Counterterrorism Center, Federal Bureau of Investigations, police bodies, as well as the US Armed Forces.
