Nazi occupation authorities’ exploitation of manpower resources in rural districts of «Dnepropetrovsk» (1941-1944)

Abstract

In the article is considered Nazi policy of the occupation authorities of human resources in rural districts «Dnepropetrovsk». It is analyzed numerous guidelines, instructions, orders and occupation’s orders about involvement of local rural population to the «duty to work» and the suppression of the resistance of peasants. It is shown that the Nazi leadership decided to leave the organizational structure of pre-war Stalinist model in agriculture in the occupied territory of Ukraine. Soviet organization of work in rural areas, from the standpoint of occupants, wasimplementation tasks relating to the occupation authorities to attract farmers to perform various kinds of work, the determination of working day and realization of «agrarian reform». Based on archival sources it is proved that the manual labor in the countryside during the occupation was been dominating. Despite that fact, the occupiers forced farmers to conduct spring, summer and fall field work timely. Moreover, the article is traced the main activities of the occupation authorities «agrarian reform». For the first time was introduced scientific use a number of funds sources of the State Archives of Dnipropetrovsk region. It was concluded that local peasants general constituencies of «Dnepropetrovsk» from the early days of the Nazi occupation were involved in the «duty to work» for Germany. The basis of «agrarian reform» was the desire of the Nazi occupation authorities to improve the operation of the agricultural sector, and not to improve the financial condition of the peasants.
