CONCEPTUAL DEVELOPMENT OF THE EFFECTIVE MECHANISM OF THE HUMAN RESOURCE MANAGEMENT OF THE ENTERPRISES OF SANATORIUM-RESORT COMPLEX

Abstract
The article considers the conceptual development of the mechanism of the effective human resource management of the enterprises of sanatorium-resort complex. There was proposed a mechanism of attaining these objectives and achieving the goal of the effective human resource management of the enterprises of sanatorium-resort complex. This mechanism is based on the methods of realization of administrative decisions, grounded principles and methodological approach, as well as the functions and lever of the management with the foundation of the model of determining supply and demand for sanatorium-resort services in the future periods, identification of the areas of improving the effectiveness of human resource management taking into account the external and internal factors of competitiveness and the crisis in society. Development of an effective human resource management of sanatorium-resort establishments should be based on the concept of methodological principles and there should be a systematic approach. The feasibility of using a systematic approach is determined by the fact that the implementation and solving of individual tasks of human resource management does not allow to change the economic efficiency of the mechanism of personnel management of health resort sector. The functioning of the mechanism of the human resource management of sanatorium-resort establishments and its effectiveness is reduced to a reasonable list of features that constitute a single closed management process, which includes decision-making, implementation of these decisions in practice, managing of staff and monitoring their performance. Investigation of the mechanism of human resource management of the enterprises of sanatorium-resort complex showed that the mechanism influences on the effective functioning of the enterprises in general, and human resources in particular. The provided mechanism promotes the improvement in efficiency and quality of services and increases the competitiveness in the recreational market, taking into account the crisis in Ukraine.
