NORMATIVE-LEGAL PROVISION OF THE RELATIONS OF CITIZENS' PARTICIPATION IN THE MANAGEMENT OF STATE AFFAIRS, ASSIGNED TO THE COMPETENCE OF LEGISLATIVE BODIES

Abstract
The article is focused on studying the current state of regulatory guaranteeing of the relations of citizens’ participation in administering public affairs referred to the competence of legislative authorities. The author defines the basic regulatory acts, which regulate the relations of citizens’ participation in administering public affairs referred to the competence of legislative authorities, including the Laws of Ukraine “On the Regulation of Verkhovna Rada of Ukraine”, “On the Committees of Verkhovna Rada of Ukraine” and “On citizens' appeals”. According to the results of their analysis, we establish the level of regulation of these relations. The author of the article also studies the existing drafts of legislative acts that have to improve the state of legal regulation of the relations of citizens’ participation in the administering public affairs referred to the competence of legislative authorities, including: bills “On Regulation of Lobbying Activities in Ukraine”, “On Lobbying”, etc. Based on the results of the study, the author offers the ways to overcome the problems and shortcomings of the regulatory guaranteeing of realizing the right of citizens to participate in administering public affairs referred to the competence of legislative authorities.
