ОЦІНКА СТАБІЛЬНОСТІ СИСТЕМИ УПРАВЛІННЯ ТЕРИТОРІЯМИ В УКРАЇНІ

Abstract
L. Goroshkova, V. Volkov, G. Kovalenko. Estimation of stability of a management system of territories in Ukraine. In work the estimation of stability of a control system of the state and his territories in conditions of existing managing and territorial device of Ukraine is carried out. Is shown, that this mechanism is three-level: the management at the first level is carried out within the limits of a territorial community (village, urban, advice occupied item). To the second level of management it is possible to attribute administrative areas. The highest level of management is a level of area. Is shown, that the specified control system constructed on principles of vertical submission, that is chief of a highest level carries out managing influence on the chiefs of the lowest ranks. In such system only chiefs of a highest level have an opportunity to work in interests of business. The chiefs of the lowest level any more have no such opportunity, they carry out the orders of the bosses. All circuit of management similarly is under construction. To results of researches is proved, that the control system of territories in Ukraine is not optimum, as mathematic is proved, that it is not steady. It testifies to an absolute must in reforming territorial organization of authority in Ukraine on the basis of decentralization. Is proved, that by a prime task of this reform is of optimization of a spatial basis of functioning of bodies of authority, which the administrative - territorial device is. The important element in new system should become territorial communities, as at their level probably to ensure proof socio economic development both regions, and country as a whole by rational use of their potential.
