ON THE LEGAL MECHANISMS OF EMERGENCY SUPPORT OF BANKS' LIQUIDITY: THE EXPERIENCE OF UKRAINE AND THE USA

Abstract
The article compares the experience of legal regulation of Emergency Credit mechanisms for banks in Ukraine and the United States. It is concluded that the rules of emergency support of liquidity of banks by the National Bank of Ukraine requires introduction in general logic of the banking and economic system functioning, balancing its purpose and content. Based on positive developments of the US Federal Reserve, the processes of emergency credit in Ukraine need to be deformed in favor of standardized procedures, eliminating the requirements that delay the adoption of effective decisions, the introduction of multi-vector rating of banks, lowing of regulatory rates for refinancing and simplification of approaches to securing bank liabilities. There will remain high risks of inefficiency of NBU actions in support of bank liquidity in the conditions of financial and economic crises without the adoption of the emergency support of banks' liquidity to the level of best world practices of the leading economies.
