ON THE RISKS OF A NEW TECHNOLOGICAL STRUCTURE – "INDUSTRY 4.0"

Abstract

Purpose. The aim of the article is to attempt to present his point of view on some emerging problems in the development of society at the present stage, as well as possible directions and ways to solve them. The focus is on global risks, the existence of which raises the issue of humanity survival in increasingly complex natural and socio-political conditions. Methodology of research. The initial procedure of scientific research was a purposeful and systematic study of the transformation processes in modern society, which, under the influence of rapid development and the introduction of new technologies, operates in an environment of high risk. The study of the work of scientists and practicing experts, a critical and comparative analysis of theoretical developments on the global risk problem and its impact on the development of society have formed the methodological basis of this study. In the process of research, such methods as system approach, abstraction, analysis, synthesis, induction, deduction, analogy, scientific generalization, etc. were used to achieve its goal. Findings. The article shows that the changes typical for the so-called “Industry 4.0” have an extremely controversial impact on the whole course of modern world economic development. They generate new problems and present the world community with serious challenges. It is concluded that the works in which the authors express the idea of initiating the process of forming the newest phase of society development - "risk societies", have real grounds. The necessary conditions for solving the problems caused by the emergence of a new technological order are the preparation of normative and legal concepts by the international community to the challenges. It is also the creation, where necessary and possible, of appropriate interstate, economic, and organizational structures and institutions that ensure effective response to threats. The development and consistent implementation of a single concept that mitigates the negative consequences of global risks should be based on the results of comprehensive research on their risks, benefits, costs, and impact. Originality. Completed studies have shown that the insufficient scientific study of a number of key provisions of the theory of global risk restrains further practical implementation of solutions. First of all, we are talking about the nature of global risks, their interpretation, and their essence as well as construction of a system for classifying these risks. Practical value. Solving these issues will create the conditions for the development and implementation of effective risk management methods, measures, and activities. This, in turn, will mitigate the negative consequences of emerging global risks and their impact on the economic, socio-political, cultural, humanitarian aspects of people’s lives.
