PECULIARITIES OF MODERN EUROPEAN LEGISLATION IN REGISTRATION, EVALUTION, PERMISSION AND LIMITATION OF CHEMICAL SUBSTANCES

Abstract

Purpose. In order to protect people and the environment from the negative effects of chemicals, hazard identifica-tion and risk management in the use of these substances, the main features of the functioning of European legislation were analyzed and determined according to Registration, Evaluation, Authorization and restrictions (Restriction) of the use of chemicals (REACH system), as well as the relevant changes that occurred in the legislative framework with the adoption of this document. Methodology Appropriate practical recommendations and administrative procedures for its application in the field of technical regulation of production, placement and use of chemicals in the European market have been developed. This regulation relates both to the activities of producers, importers and distributors, and to con-sumers of products. The main requirements that are mandatory for manufacturers, importers of chemicals and their further users to be analyzed are analyzed. Results. Relevant fields of application, management system, features of regis-tration and control of chemicals for countries that are not part of the EU are shown in accordance with EU Regulation No. 1907/2006 (REACH). The stages of certification of chemical products were analyzed taking into account the re-quirements for production equipment, relevant laboratory studies and technical documentation. Specific features of classification, labeling and packaging of chemicals have been determined. The need to apply the chemical safety data sheet, the requirements for the contents of all sections, the procedure for updating the Safety Data Sheet and the features of the Extended Safety Data Sheets (ESDS) are indicated. Practical recommendations on the application of the Naviga-tor program for providing assistance in using and implementing the REACH system in industry have been developed Originality. The European Commission, together with the European Chemicals Agency and the Member States of the EU, developed documents on the main directions of the implementation of the system, including provisions on registra-tion, data exchange and grant of permission, which are presented in the form of questions and answers on relevant sites and Internet resources.
