Peculiarities of political management in conditions of formation of civil society

Abstract
The article reveals the essence of the concept of "political management" and considers the types and forms of political management that can be used in the management of the political process. It is determined that the key factor in the formation of political management in the state is the true interpretation and understanding of the essence of the two basic categories of this phenomenon: management - as a science of effective management it is human resources, as well as politics - as the art of managing various social groups, the state, and the people. Democratic reforms in the realities of today are a clear direction of Ukraine's political development. The democratization of civil society, the transformation of political parties and public associations into independent policy makers, the empowerment of local self-government, and the increased use of the implementation of non-state institutions in achieving social goals, necessitate the search for and implementation of new methods, principles, tools and forms management of political processes. Under these conditions, the question arises of finding the optimal form of political governance, which would more closely correspond to the new realities of socio-political life. The purpose of the study is the peculiarities of the essence of political management and moral and ethical problems of the formation of civil society. To achieve the established goal it is necessary: to generalize scientific approaches to the definition of the essence of political management; to consider the actuality problems of the formation of civil society in the common conditions; provide recommendations on how to improve the organization of human activities. The emergence of interest in political management is due to the formation of values and principles of the rule of law, the transition from power overcoming problems in the field of political relations, to freedom, respect for human rights and tolerance. Increasing the effectiveness of political management and public administration in general should be based on methods that ensure the implementation of decisions taken on the basis of democratic instruments.
