Peculiarities of using administrative procedures of choosing and appointing the heads of penitentiary system

Abstract
Peculiarities of using administrative procedures of choosing and appointing the heads of Penitentiary System are analyzed in the article. Requirements to candidates for leading positions, which are determined by the conditions of carrying out by a competitive selection, are analyzed. Author’s definition of a notion choosing of managerial staff of Penitentiary System is given. On the basis of the analysis of international standards the main positions concerning choosing leading staff of Penitentiary System, which include different requirements, are determined.
