Performance Сapabilities of Implementing European Mechanism of Rural Settlements Development in Ukraine

Abstract
Actualization of problems of rural areas and strengthening European integration trends in Ukraine requires the development of new levers of influence on transformation processes taking place in the villages, and directing these processes to create the conditions for quality of life and productive employment in rural areas. In this regard, the article explores the principles, priorities, strategic objectives and mechanism for implementing spatial policy and rural development policy settlements in the EU Member States. The most important aspects of rural development policy and settlement in the EU, which should be implemented in the Ukrainian practice, are revealed. The proposals to reorganize the statistical support in Ukraine in accordance with European range of units. The criteria determining areas for enhancement of rural development in Ukraine are proposed. The directions of comprehensive development of rural settlements in the formation and implementation of rural policy with European experience, including the change in priority of supporting the agricultural sector to the comprehensive development of villages, promoting proper functioning of small towns as a prerequisite for the preservation of villages, and strengthening horizontal and vertical cooperation between different institutions to develop programs and projects for rural development and rural settlement are substantiated.
