Political and legal supply of public administration in the field of protection and use of transboundary waters in Ukraine

Abstract
The purpose of the article is to analyze the political and legal supply of public administration in the field of protection and use of transboundary waters in Ukraine and to determine the directions for its improvement. The protection and use of transboundary waters in Ukraine is the subject of a study by a number of scientists in the field of ecology, economics, law, etc. To date, transboundary environmental and economic cooperation in the field of water use and protection, environmental transboundary pollution, transboundary cooperation during state control in the field of water use and protection, etc. has been analyzed. Along with this, the issue of political and legal provision of public administration in the field of protection and use of transboundary waters is left out of the attention of scientists. The scientific novelty of this study is grounded in the fact that it first analyzes the political and legal framework of public administration in the field of protection and use of transboundary waters in Ukraine. The main components of the conceptual and categorical apparatus for the protection and use of transboundary waters, regulated by the provisions of international law, are investigated. The measures planned by the Government of Ukraine in the field of protection and use of transboundary water on the territory of Ukraine are outlined. Proposed proposals on improvement of the political and legal framework of public administration in the field of protection and use of transboundary waters in Ukraine. The conclusion of the study concluded that the imperfection of the political and legal provision of public administration in the field of protection and use of transboundary waters in Ukraine is a consequence of insufficient implementation of European integration requirements and inadequate interstate cooperation. It is proposed to improve the international water and ecological situation by establishing well-established management of the basins of transboundary water bodies in general. It is necessary to start the work from the conclusion of agreements, which parties should be all states in the territories of which there are basins of transboundary water bodies. In the future, attention should be paid to the further establishment of international basin commissions and the development of river basin management plans.
