Abstract
In this article are examined the political and cognitive transformations that during the last two decades have led to the present discourse emphasis on the local as privileged locus for social problems administration. In a second moment it is tried to sketch the contours of some local figures emerging in the present discursive arena and we conclude with the presentation of a set of cognitive challenges that allow to confer centrality to the peripheries and in this manner to contribute for the effective requalification of the local development problematic.
