Polityka zarządzania kryzysem uchodźczym w Turcji; Policy of Managing the Refugee Crisis in Turkey

Abstract
Wojna domowa w Syrii doprowadziła do powstania bezprecedensowej sytuacji w Turcji. Od 2011 r. w jej granicach pojawiły się ponad trzy miliony uchodźców, co czyni ją państwem o największej liczbie uchodźców na świecie. Liczba ta stanowi ponad 3,5% ogółu ludności kraju, szacowanej na 80 mln osób. Zarządzanie tak dużą społecznością uchodźców nie jest sprawą łatwą, nawet dla państwa dysponującego sprawną administracją i dużymi możliwościami ekonomicznymi. Artykuł ukazuje ewolucję tureckiej polityki zarządzania kryzysowego wobec społeczności uchodźców syryjskich od poziomu gościnności do ich społecznej integracji, łącznie z niejasną deklaracją ich naturalizacji. Przedstawiony tutaj toczący się i mało znany proces jest szczególnie interesujący w kontekście złożonej sytuacji politycznej w Turcji kreowanej przez rządzącą Partię Sprawiedliwości i Rozwoju (AKP) i jej przewodniczącego, prezydenta Recepa Tayyipa Erdoğana. Syrian domestic war has created an unprecedented situation in Turkey. Since 2011 more than three million refugees have appeared inside its borders making it the country with the largest refugee population in the world. In addition, this number constitutes over 3.5% of the total population of the country, estimated at 80 million people. Managing such a large refugee community is not an easy matter, even for a state with effi cient administration and large economic opportunities. The paper shows the evolution of Turkish crisis management policy towards their presence from the level of hospitality to social integration of them, together with a vague declaration of their naturalization. The ongoing, barely known process presented here is particularly interesting in the context of the complex political situation in Turkey generated by the ruling party, the Justice and Development Party (AKP) and its leader president Recep Tayyip Erdoğan
