Abstract

The most important tasks, the performance of which will increase the energy security in the petroleum sector, is to carry out projects connected with the diversification of oil supplies to Poland (for instance building a pipeline connecting Ukrainian Brody with Polish section of the Friendship pipeline). The diversification of supply sources is a specific situation in case of Poland because due to its geographical location and transmission infrastructure Poland’s natural partner, as far as oil deliveries are concerned, is Russia. Taking into account the necessity to ensure alternative oil supplies in case of stopping the Russian resource deliveries through the Friendship pipeline, Poland possesses infrastructure enabling oil import by sea. It is possible thanks to sea terminal handling infrastructure belonging to Naftopol company. Building a new storage - handling base, with tanks designed to collect both oil and fuels connected with base handling posts in Northern Port and pipeline systems will enable the increase of oil supplies both for the LOTOS Group and PKN ORLEN. Taking all mentioned above considerations into account one can state that a real diversification of crude oil supplies from outside Russia is possible for the first time in Poland’s history. It must be underlined that it means the diversification of supply sources. The author estimates that diversification of even 30-40% is currently possible within the framework of existing accords without any risks of changing contracts. If the economic situation in the world looks similar in the future, everything points out that now there should not be any obstacles to depart more from Russian oil, i.e. conducting a real and complete diversification. In Polish conditions where almost 100% of oil comes from Russia, 30% diversification would be a great success and thus the increase of energy security level (within this resource) would grow significantly.
