Abstract
The article shows the formation of a new sphere of economic relations, based on the development of intellectual resources, information, knowledge and computer technology, which is usually defined as the innovation and investment economy. Along with the advantages of the formation of such a system is separated into difficulties of its formation in modern conditions.
