PROBLEM BANKS IN UKRAINE: CAUSES AND FUNCTIONING IN 2008 – 2014

Abstract
It's disclosed the features of identification troubled or insolvent banks according to the requirements of the banking legislation of the USA, the EU and Ukraine. Nowadays, we observe the convergence in the approaches to identification such types of banks and notice the special role of key performance indicators (risk-based capital requirements: Tier 1 Leverage, Common Equity Tier 1 RBC, Tier 1 RBC, Total RBC – in the USA or the similar indicators in Ukraine and the EU and liquidity requirements), which indicate the presence of difficulties in banks. Based on analysis of the intervention of temporary administrations in Ukrainian banks were identified the causes of problems in each period: 2008 – 2009, 2010 – 2013, during 2014 and were tracked changes in the policy of regulators: from recovery to resolution of banks. If in 2008 – 2009, 2010 – 2013 were used soft tools to banks in trouble by the NBU and/or the Deposit Guarantee Fund, in 2014 – the DGF resolved a lot of small and medium banks, following the least resolution cost method.
