Problems and prospects of development lobbying as a political institution in Ukraine

Abstract
The problems in the functioning of lobbying as a socio-political institution are discussed. The main approaches to the development of this phenomenon in Ukraine are examined. It shows the specificity of conditions, parameters, and the implementation of lobbying activities in our country. The problems of institutionalization of lobbying in the Ukrainian political system are raised. It is proved that Ukraine is characterized by cronyism and corporate interests, the lack of legal regulation of lobbying activities. Ambiguous analyzes the scientific views on the institutional purpose of lobbying, which in most cases is defined as the necessary determinant democratic development and is a positive development for the society with formal democratic causes. For example, some European countries and the USA show the stages and obstacles of provision of lobbying are legalized status and the consequences of this process. The positive and negative sides of introduction of the Institute of lobbyism in Germany and Poland are settled. An alternative approaches to rationing the last and presents possible future development of the activities of lobbyists are offered.
