Проблемы и перспективы внедрения программного бюджетирования в России

Abstract
В статье рассматриваются преимущества программного бюджетирования по сравнению с традиционным затратным подходом к планированию расходов бюджета. Анализируются особенности формирования программного бюджета Российской Федерации на современном этапе. Оценивается распределение бюджетных ассигнований федерального бюджета на 2011-2014 годы по направлениям государственных программ Российской Федерации. Выявляются основные проблемы внедрения программного бюджетирования в России в настоящее время.
