Професійна компетентність державного службовця / Civil servant's professional competence

Abstract
UK Нова редакція Закону України “Про державну службу” орієнтує останню на професійний розвиток персоналу на основі компетентнісного підходу. Однак науково-практична проблема змісту (побудови) та формування професійної компетентності працівників державних органів залишається дискусійною, актуальною. У статті здійснено аналіз основних тлумачень поняття “професійна компетентність”, “професійна компетентність державного службовця”. Запропоновано визначення професійної компетентності персоналу через структуру професійної мобільності персоналу та з використанням системного підходу до процесів професійного розвитку та професіоналізації державних службовців. Зроблено висновок, що професійна компетентність, яка справедливо може сприйматися як відносно автономна якість індивіда, насправді формується у структурі особистості у взаємозв’язку з іншими якостями індивіда, зокрема тими, що мають компетентнісну природу (можуть бути формалізованими як знання, уміння та навички); ми умовно об’єднали їх у компетентнісні якості. Вимоги до професійної компетентності можуть бути визначеними через здатності, здібності, професійно важливі якості, професійний досвід, навіть через вимоги до професійної культури працівника. EN The new version of the Law of Ukraine “About civil service” orients service on professional development of personnel on the basis of competence approach. However, the scientific and practical problem of maintenance (constructions) and forming of professional competence of workers of public organs remains debatable, actual. The analysis of basic interpretations of concept “professional competence”, “professional competence of civil servant”, is accomplished in the article. An author offers definition of professional competence of personnel with the use of structure of professional mobility of personnel, with the use of approach of the systems by the processes of professional development and professionalization of civil servants. It is concluded, that a professional competence which can be perceived relatively by autonomous quality of individual is really formed in the structure of personality in relationship with its other qualities, in particular with qualities, having competence nature (which can define as knowledge, abilities and skills), and which we conditionally united in competence qualities. Requirements to the professional competence can be certain as in the format of innate and purchased capabilities, professionally important qualities, work experience, even by means of requirements to the professional culture of worker.
