Protection of rights and freedoms of public servants: European standards

Abstract
The article is dedicated to the issue of protection of rights and freedoms of public servants according to the new law on public service with account of the European standards. National academic research papers on this issue were studied. Treaties and agreements regulating the right to work and ratified by Ukraine were researched. Current legislation on public service was analyzed for compliance with the ILO conventions and recommendations. It is proved that the European standards for protection of rights and freedoms in public service are legal norms, proclaimed and guaranteed by the ratified international treaties and agreements, formed on the basis of common values of the states: respect to the democratic principles, rule of law, good governance, establishment, maintenance and protection of human rights and fundamental freedoms. It is concluded that development of public service legislation in Ukraine is exercised by harmonizing of the public service of Ukraine according to the international standards and EU regulations, implementation of international legal norms concerning human rights and fundamental freedoms, as well as harmonization of the laws and other legal acts of Ukraine with acquis communautaire.
