Public administration in the process of decentralization

Abstract

The study illustrates the approaches to practical implementation of mechanisms of public administration in the context of globalization and decentralization of powers to ensure the principles of long-term development of society. It is established that the asymmetries and imbalances in the development of rural territories is a consequence of the lack of a systematic approach in the management, insufficient infrastructure facilities, low level of activity of residents with respect to changes in the situation and ensure the accountability of persons residing in the territory for the consequences of their actions. Identified mechanisms to ensure the sustainability of social systems on the basis of formation of socio-economic interest of participants of public relations, securing public-private partnerships and the formation of ideological and information work that creates a framework of national food and economic security in the long term for the simultaneous restoration and enhancement of the natural resource potential of the area. The study proves that the activation of the role of the local population as the main driving force of development of the territory through the mechanism of self-employment and self-development is a tool for ensuring food and economic security, improving the efficiency of public administration by strengthening of responsibility of participants for the formation of the society on a whole new conscious level. The tightening of access of the population to management decisions regarding the territory of residence including at the expense of public discussion of the actions and ensure transparent operation of administrative structures.
