Public Consultations as a Form of Participation in Strategic Management of Territorial Self-Government Units

Abstract
Th e aim of the article is to identify public consultations as a form of social participation in strategic management of territorial self-government units. The article explores diff erent forms of public consultation and grounds why territorial self-government units do not support the idea of public consultation. In addition, the author presents features of public consultation and evaluates the eff ectiveness of diff erent forms of local society’s participation in strategic management on the example of the communes in the Warmian-Masurian Province. What is more, the article concludes with the examples of good practices in the fi eld of public consultation.
