PUBLIC INVESTMENT IN DEVELOPMENT OF VILLAGE AND AGRO-INDUSTRIAL COMPLEX SOCIAL SPHERE, AS ONE OF THE TRENDS OF VILLAGE SOCIAL DEVELOPMENT

Abstract
The article is devoted to the subject of public investment in the development of village and agro-industrial complex social sphere , as one of the trends of village social development. The paper considers the concept of village's social development, the main trends of its development, it is determined that the village's social sphere is of priority not only to ensure the normal level of rural residents' living of rural residents, arrangement of their working conditions, life and meet the needs, but also affects the development of economic relations associated with the production of agricultural products, which in turn guarantees an appropriative level of food security of the state. The status of legislation in the sphere of state support of village and agro-industrial complex social sphere is investigated. The Ukrainian Law "On priority of village and agro-industrial complex social development in the national economy", which determines the conditions, content and limits of priority development of the village and agro-industrial complex social sphere in the structure of the national economy is determinative in this trend. Analysis of industry-specific regulations indicates that measures to address the problems of the countryside are not met in practice. Such situation occurs due to the lack of responsibility for their non-compliance, which in turn leads to further degradation of the highlighted existing problems. The necessity of improving the existing regulatory framework, align it to the modern requirements of the village is rejustified. Overcoming negative phenomena in the social sphere of the village requires not only the improvement of all social and economic activities in the village, the generalization and usage of domestic and foreign experience in this area, appropriative financial support, but also the usage of legal means. The ways to improve the situation in the field of public investment to improve the impact on the social development of the village are proposed.
