Abstract
Artykuł prezentuje globalne elementy (typy) środowiska oraz zagrożenia i szanse związane z ich wykorzystaniem. Ponadto autor opisuje podmioty zarządzające i ich kompetencje (zada-nia – obowiązki, uprawnienia – warunki prawne i odpowiedzialność). Zasadnicza część artykułu została poświęcona przedstawieniu i rozwinięciu modelu systemu kompetencji podmiotów zarządzających, zdolnych do rozwiązywania problemów i wykorzystania globalnych możliwości środowiska.
