QUESTIONS OF LEGAL CONTRACTING OF RIGHTS OF THE DISTRICT COUNCIL IN THE PROVISION OF LOCAL GUARANTEES

Abstract
The article focuses on the fact that regional councils and city councils have the right to provide local guarantees under the provisions of the Budget Code of Ukraine, while district councils are deprived of such authority. The difference is found in the provisions of the Budget Code of Ukraine and the Law of Ukraine “On Local Self-Government in Ukraine” regarding the regulation of issues of provision of local guarantees. The arguments of the expediency of granting district councils the right to provide local guarantees to ensure obligations of communal enterprises that continue to be in their management are provided and fixed like objects of common ownership of territorial communities of the district.
