Regional labor market: implications symptoms and consequences of imbalances (behavioral and socio-economic aspects)

Abstract
Introduction. The problem of territorial differences in the economy of Ukraine has been solved in the imbalances in the implementation of the Kharkiv region. The problem of the imbalance of the labor market, which gives rise to contradictions between the participants in the regional labor market and even between the owners of the labor force, creates obstacles for the development of regions. The purpose is to substantiate theoretical and methodological positions in the system of analysis of regional labor markets, to evaluate their equilibrium and to define the conceptual bases of accumulation and consideration of statistical information in regulation of regional labor markets. Results. Dependence of development of regional labor markets on demographic and economic factors is determined. On the basis of analisis, the structure of the regional regents, the causes of the crisis, the deformation and the characterization of the hardening of the innovative forms of borrowing from the state regulation of regional labor markets are revealed. It is determined that the causes of the formed professional-structural imbalance have diverse character. Therefore, to eliminate it requires a comprehensive approach that involves the use of instruments and other areas of regional socio-economic policy. Conclusion. The presence of an imbalance indicates a lack of self-regulation of regional labor markets. Effective functioning of the regional labor market requires a rational combination of self-regulatory processes with active state regulation processes. At the same time, it is necessary to focus on improving the methods of regulating the regional labor market aimed at increasing labor mobility and improving the information provision of the labor market.
