Regional science centers under NAS and MES of Ukraine as the core of the development of regional innovation systems in the context of decentralization

Abstract
The article provides an approach to the formation of regional innovation systems of Ukraine around the network of regional science centers under NAS and MES of Ukraine in a decentralized environment. To improve the network of science centers it is proposed to create the Polessky and Podolsky science centers under NAS and MES of Ukraine to effectively carrying out their legislative powers and achieving the leading coordinating role in the scientific, technical and innovative development of the country. To confer on the science centers the dual subordination status it is proposed to establish affiliates of scientific institutes of the NAS of Ukraine at universities of MES of Ukraine and other collaborative scientific and educational structures.
