Рейтингова оцінка конкурентних переваг морських торговельних портів України

Abstract
Стаття присвячена оцінці конкурентних переваг морських торговельних портів України. Автором запропоновано алгоритм оцінки рівня конкурентоспроможності морських портів, в основі якого знаходиться методика розрахунку та аналізу інтегральних показників. Запропонований методичний інструментарій застосовано для формування різних типів рейтингів підприємств портового господарства АзовоЧорноморського басейну. Порівняльний аналіз рейтингів дозволив класифікувати морські порти України за рівнем конкурентних переваг щодо портів-конкурентів. The article is dedicated to the assessment of competitiveness of the commercial seaports of Ukraine. The author proposes the estimation algorithm for the level of seaports competitiveness, which involves the implementation of interacting stages, in particular, the justification of the individual indicator system, the choice of approach to their standardization, the definition of the weight coefficient system, the explanation and choice of the integral indicator form, the argumentation of the seaport selection, the integral estimate calculation, the seaports' rating according to the integral level of competitiveness. The article proposes to view an integral indicator of the seaport competitiveness as the calculation of a single complex relative indicator, which represents a generalized, integrated characteristic of the competitive advantages of a port enterprise at the certain time compared with the main competitors. The proposed methodical tool is used for the formation of different types of port enterprise ratings of the Azov-Black Sea Basin. The author determines that in the general rating the largest Ukrainian ports of Yuzhny, Odesa and Illichivsk hold low competitive positions (13th, 14th,15th out of 27 positions) and have a competitiveness index close to the average for a sample. In the competitiveness rating on the basis of internal factors at the enterprise level Illichivsk holds the 3rd place, Yuzhny – the 4th, Odesa – the 5th. The port grouping according to this rating showed that the ports of Illichivsk, Yuzhny, Odesa are highly competitive, but ports of Mykolayiv, Reni, Mariupol and Olvia are not competitive enough, and ports of Berdyansk and Izmayil are low competitive. The obtained ratings denoted strong positions of the Ukrainian ports, in particular high capacity, significant quantity and length of berthing line, high level of specialization, etc. On the other hand, weaknesses in the process of formation of their competitive potential, adverse impact of the general socio-economic environment factors, low investment potential of the industry, low level of the general transport infrastructure development are obvious. The consideration of these parameters should be the basis for the further strategic lines of the Ukrainian seaport development.
