Рейтингові оцінки у військовій сфері: методологія і практика / Ranking Estimates in the Military Sphere: Methodology and Practice

Abstract
EN The article regards theoretical bases, methodological approaches and examples of practical implementation of the construction and calculation of generalizing indicators (indices, ratings) in the military sphere and in the field of the defense capacity of the world countries. The purpose of the article is to highlight the basic methodological approaches to the construction and calculation of the rating assessments (indices) that allow us to assess the military capabilities of individual countries of the world, make correct international comparisons of the military might of individual states and determine the place of Ukraine in the system of these indicators. The paper highlights the main stages in the formation of approaches to assessing the defense potential of the countries worldwide, which were formed among the leading analysts in this field after the end of the Second World War. The sources of information used to calculate the corresponding generalizing indicators are considered. The methodology for constructing major indexes (ratings), which are used by leading international analytical organizations and analytical agencies to calculate the relevant indicators, is briefly analyzed. On the base of open foreign information sources, Ukraine’s place in the system of indicators characterizing its military potential, firepower, and militarization is revealed. The reasoning of some experts in the military sphere is given with the regard to possibilities, expediency and limitations of the application of the indicators. In general, the ratings of various aspects of military potential, military power, firepower of military formations, etc. give only a generalized, «aggregated» view of the real combat capabilities of the armies worldwide. At the same time, they can serve as a guide, identify bottlenecks in the defense system, and justify effective management decisions aimed at improving the forces and means of protecting the territorial integrity and sovereignty of our country. UK Розглянуто теоретичні засади, методичні підходи та наведено приклади практичної реалізації узагальнюючих показників (індексів, рейтингів) у військовій сфері та у сфері обороноздатності країн світу. Метою статті є висвітлення базових методологічних і методичних підходів щодо побудови та розрахунків рейтингових оцінок (індексів), які дозволяють оцінити військові можливості окремих країн світу, здійснити коректні міжнародні зіставлення військової потуги держав та визначити місце України в системі зазначених показників. Розглянуто основні етапи створення підходів щодо оцінювання оборонного потенціалу країн світу, які сформувались серед провідних аналітиків у цій сфері після закінчення Другої світової війни. Проаналізовано джерела інформації, що використовуються для обчислення відповідних узагальнюючих показників. Коротко розглянута методологія побудови основних індексів (рейтингів), які використовують відомі міжнародні аналітичні організації та агенції для розрахунку цих показників. На основі застосування відкритих закордонних джерел інформації показано місце України серед країн світу в системі показників, що характеризують її військовий потенціал, вогневу потужність, ступінь мілітаризації тощо. Наведені міркування деяких експертів у військовій сфері щодо можливостей, доцільності та обмежень застосування на практиці висвітлених у статті показників. Загалом, можна зазначити, що рейтингові оцінки різних аспектів воєнного потенціалу, військової потужності, вогневої спроможності військових формувань тощо дають лише узагальнююче, «агреговане» уявлення про реальні бойові можливості армій країн світу. Разом з тим, вони можуть слугувати певним орієнтиром, виявляти «вузькі місця» в системі обороноздатності, обґрунтовувати дієві управлінські рішення, спрямовані на покращення сил і засобів захисту територіальної цілісності та суверенітету нашої країни.
