Reproducing labor potential in the agricultural sector of Ukraine: current state and problems

Abstract
The purpose of the article is to study the current state of formation and reproduction of the labor potential of the agricultural sector of the Ukrainian economy, as well as to substantiate ways to increase its efficiency. Scientific novelty. The issue describes the rural population of Ukraine employment characteristics. An analysis of the factors influencing the formation and implementation of agricultural sector labor potential is carried out. Conclusions. On the basis of the conducted research, the following main results, that determines the essence of scientific novelty: the features of reproduction and use of the labor potential of the agrarian sector in Ukraine are associated with aging of the population, migration processes, personnel training, changes in ownership, specifics of agriculture and the formation of its management mechanisms. It has been determined that the economic situation in Ukraine and the ongoing transformations in the agrarian sector led to a decrease of employment in rural settlements. The main factors, restricting employment, included: a discrepancy between the number of vacancies and existing labor potential released from the formal agriculture sector, resulting in a spread of informal employment; growth of labor migration; propagation of small-scale, low-productive employment in individual farms with significant shortcomings in institutional regulation of their activities. In addition, state-funded training of qualified personnel has no significant effect on satisfying existing demand for skilled professionals in rural areas. It has been established that technological progress will further liberate labor force from agriculture, as evidenced by a decrease of employment (both in quantity and share) in agriculture in other countries. The necessity of reviving agricultural production is substantiated, particularly the labor-intensive industries, in order to expand the sphere of rural population employment. The revival of labor potential should be based on new technological solutions, innovative development and promotion of employment forms diversification beyond that of the agricultural sector of the labor market, which is associated with rural development.
