Research on Engineering Acceptance Measures and Safety Evaluation Schemes of City Railway New Projects in Shanghai

Abstract
Objective Several projects of city railway in Shanghai are currently under construction. However, there are no well-defined engineering acceptance and safety evaluation management measures for new city railway projects at the moment. To provide rational commentary on the formulation of management measures for new city railway project engineering acceptance and safety evaluation, it is urgent to conduct research regarding this aspect. Method From the perspectives of two main technical standards:construction and operation characteristics, the differences between city railway and metro/national railway are analyzed. The procedures for metro/national railway construction project engineering acceptance and safety assessment are expounded, and the differences in project acceptance organization, acceptance procedures, and acceptance content between the two are discussed. Based on this analysis, two alternative schemes are proposed for the specific workflow of Shanghai city railway new project engineering acceptance and safety evaluation (schemes I and II), and through comparative selection of the two schemes, the one suitable for the acceptance and safety evaluation workflow of new city railway projects in Shanghai is recommended. Result & Conclusion Scheme II is recommended for the engineering acceptance and safety evaluation of new city railway projects in Shanghai, the engineering acceptance procedures and organization modes of which generally follows the metro model, with reference to the standard procedures of national railway projects for joint testing and commissioning processes.
