REVITALIZATION OF THE ENTERPRISES OF THE OIL AND GAS COMPLEX OF UKRAINE IN THE CONDITIONS OF THE THIRD ENERGY PACKAGE

Abstract

Purpose. Reasoning of the definition of "revitalization" as an economic term based on the analysis of three Energy Packages of the EU and defining of revitalization as an effective method of preventive management of enterprises in the oil and gas complex of Ukraine. Research methodology. The theoretical basis of the research is the analysis of scientific works of domestic and foreign scientists and analysis of energy packages of the EU using the following methods: structural-logical – In part of the study of the definition of the term “revitalization” and the formation of own definition, comparison - the isolation and comparison of separate provisions of energy packages, classification, table representation of results – for the specification of the obtained research data. Findings. Different approaches to the definition of revitalization were analyzed, the formulation of its own interpretation was proposed, as well as the definition of the basic principles for its implementation. It was defined that revitalization is one of the inevitable ways of preventing the management of OGC enterprises in modern economic conditions in terms of the effective implementation of the EU Energy Packages. The main differences between the three energy packages that are already being implemented are analyzed and the key elements of the new energy package of the EU, planned for 2020, are outlined, including the following requirements: healthy competition of alternative energy, key players in the market - renewable energy sources. It is proved that for the effectiveness of revitalization it is necessary to describe the ways and possibilities of its implementation, consider the information support, the system of motivation, as well as the possibility of monitoring the current quantitative and qualitative indicators. Originality. The actual definition of the term “revitalization” as an economic term is formulated, the expediency of the use of revitalization for the domestic enterprises of the oil and gas complex in the framework of the implementation of the EU energy package project is substantiated. Practical value. Practical application of revitalization of the enterprise as a preventive management method during the reorganization of NJSC «Naftogaz of Ukraine» under the conditions of the Third Energy Package is recommended.
