ROLE OF HIGHER EDUCATION IN PROMOTING LIFELONG LEARNING

Abstract
The purpose of the article is to justify the more active role of the higher education system for the realization of lifelong learning. Analyzing the documents and policy recommendations in the field of lifelong learning, summarizing the scientific works of other scientists, we came to the conclusion that an inclusive economy is built taking into account the creative characteristics of each employee. The post-industrial economy grows into a creative economy. The implementation of inclusiveness becomes its main factor. As a result of the study, it was proved that training opportunities should be available to all citizens on a regular basis. Lifelong learning involves providing a "second chance" for updating basic skills and the opportunities for learning at higher levels. From a socioeconomic point of view, lifelong learning helps to improve unskilled labor. Workers get more knowledge, both for themselves and for society as a whole. This involves education to a bachelor's level. From the point of view of higher education, lifelong learning involves the extension of knowledge. Over the past years, lifelong learning has become more prominent on the agenda of higher education in the world. Open and flexible education, continuous education should be at the center of attention and the national higher school. In the sector of domestic education, formal education continues to dominate. But many students who study during their lifetime are interested in learning, not formalities. Therefore, universities should offer more informal programs focused on the specific requests of companies, organizations or local authorities that are fully funded by them. Prospects for further research in this area are the development of individual components of strategies and business models for lifelong learning. They should be adapted to the local situation, taking into account the financial options and requirements of the local labor market.
