ЩОДО ВИЯВЛЕННЯ ПІДРОЗДІЛАМИ КАРНОГО РОЗШУКУ ФАКТІВ ВТЯГНЕННЯ НЕПОВНОЛІТНІХ У ЗЛОЧИННУ ДІЯЛЬНІСТЬ

Abstract
Розглянуто питання виявлення фактів втягнення неповнолітніх у злочинну діяльність. З’ясовано поняття, напрями та шляхи виявлення досліджуваного злочину. Визначено чинники, що ускладнюють виявлення фактів втягнення неповнолітніх у злочинну діяльність. Встановлено основні об’єкти оперативного пошуку та їх ознаки щодо виявлення злочинів цієї категорії. Доведено, що одними з ефективних заходів виявлення досліджуваного злочину є систематичний моніторинг інформаційних систем, а також законне втручання в приватне спілкування, тобто застосування відповідних негласних слідчих (розшукових) дій. The article considers the issues of identification of the facts of involvement of minors in criminal activity. It is stated that the identify is one of the stages of the process of responding to the crime and also condition for the emergence of a process of pre-trial investigation, that is, the initial stage of criminal proceedings. Clarified the concept, direction, and ways to identify the investigated crimes. According to the current legislation of Ukraine stipulates the responsibilities of departments of criminal investigation to identify the investigated crimes. It is established that the activities on the identification of this category of crimes is of a searching nature. The factors which complicate the identification of the facts of involvement of minors in criminal activity. Accented that the tactics of detecting crimes involving minors in them depends directly on the possession of the employee of criminal investigation Department of the operational situation on the territory of the service and knowledge of operational-investigative characteristics of such crimes. The selected areas and the main objects of operational and search their symptoms on the detection of crimes in this category. The main ways of identifying places using minors to commit crimes. Emphasized the need for active use of confidential cooperation (including in the case of the inclusion of the Institute of persons aged 16 years and over), rational use of methods and tools for OSA, as well as carrying out quickly-search actions on revealing of the facts of involvement of minors in criminal activity. Confirmed that employees of criminal investigation Department are currently the subjects use of psychological identify and knowledge in the OSA in respect of minors, and also highlighted areas of application of such tool for the detection of facts of involvement of minors in criminal activity. The importance of such a facility operational establishment as criminals. It is established that an effective means of identifying the investigated crimes is the systematic monitoring of information systems, and legal intervention in private communication, that is, the application of relevant tacit investigation (investigative) actions.
