Abstract
The article is concerned with the issues of bringing legal entities to administrative responsibility. We conduct the analysis of legislation according to which legal entities are brought to administrative responsibility. The article considers questions of the proceedings order, concerning the penalty cases of legal entities. We provide a number of circumstances which are to be clarified during the administrative proceedings. The issue of guilt of a legal entity is herein determined. The article suggests to legislate capacity and capability of legal entities.
