SOME ASPECTS OF RATIONAL NATURE MANAGEMENT

Abstract
Purpose. The aim of the article is to identify theoretical and practical aspects that affect the sustainable use of natural resources. Methodology of research. The methodological basis of the study is the dialectical method of scientific knowledge. General scientific and special methods of investigation were used in the article, namely: abstract and logical, deductive and generalization. The main directions of rational use of natural resources and improving environmental management in Ukraine were outlined using abstract logical method. The mechanism for effective regulation of the process of natural use was proposed using the deductive method. The theoretical and practical aspects that contribute to the problem of rational use of natural resource were studied on the basis of generalization of scientific sources devoted to the issue of natural resources. Findings. It was shown that environmental management system depends on the effectiveness of the economic mechanism of nature use, which combines regulators to force-limiting and stimulating-compensatory nature. It has been established that combined systems of regulation of the quality of the environment are the most common in Europe, because they encourage resource conservation and environmental protection. This is supported by a number of organizational measures. It was found that it is necessary to combine administrative and control and economic instruments for the rational use of natural resources in Ukraine. The expediency of use in the routine of planned management of rational nature of territorial approach, which provides that a full administrator of natural resources is the Council of People’s Deputies, has been substantiated. The main areas of rational use of natural resource management and improvement of environmental management in Ukraine have been determined. Originality. It has been proved that you have to apply environmental management mechanism with the purpose of the rational use of natural resources and protecting the environment against pollution. Local authorities play very important role in this fact as they are responsible for the economic and social development of their territories. Practical value. The obtained results contribute to the rational use of natural resources.
