SOME TOOLS FOR GENERATIONAL PLANNING IN SOCIO-ECONOMIC DEVELOPMENT OF SETTLEMENTS

Abstract
The article considers two tools of medium-term cyclic (generational) planning. Their place in management of socio-economic development of settlements on the territory of Ukraine is investigated, including in a software- oriented approach to managing the development of settlements. A well-grounded and simulated multi-factor index of the aging economy for settlements. The concept of citizens-shareholders of the city is substantiated. Investigation of the 30-year cycle in the development of settlements. In the examples of sectoral development, constructed graphical examples in a three-dimensional coordinate system are constructed. The correlation of long-term curves of social, economic and technical development, which acquires a direct or reciprocal character, depending on the stage of technological development, is indicated. While most economic cycle researchers have taken the basis of a well-documented economy of the U.S. and the Western world, this study offers a look at some instruments of medium-term cycle forecasting for the cities of Ukraine. Methodology of the research included empirical analysis; development of key variables for a complex diamond index; developing example curves with key landmarks (multidisciplinary research); building an example 2-dimensional development index and a sample model of 3-dimensional system of coordinates. When operating the parameters of generational (long-term) planning, we are thinking about how the life of a settlement will change 1–2 generations from today. The article shows an example of such planning and formulates a social index in the field of the elderly economy, and also indicates differences and dependencies in generational planning when analyzing the interaction of the socio-economic cycle and the technological curve. Both examples are tools that allow for qualitative analysis and planning in this system of variables.
