State Cluster Policy in the Context of the Formation of an Innovative Model of Development of the National Economy

Abstract
The purpose of the article is to study the current state of existing obstacles to progress in the clustering process in the national economy of Ukraine, the nature and justification of components of the state of cluster policy as a non-alternative direction to accelerate the transition to an innovative model of development in the context of globalization. A content analysis of the main cluster strategies was analyzed and their crucial role in the formation of the state of cluster policy was shown. The attention is focused on the lack of legal, informational, and other components necessary for the practical implementation of the cluster approach in the economic activity in the domestic economic environment. The positive experience of clustering, accumulated in the state at the regional level, in particular in the Kharkiv region was assessed and summarized. Priority measures to create and maintain a holistic mechanism for the formation of the state of cluster policy was suggested. Suggestions and recommendations on legal, organizational, financial, human, scientific, methodological and statistical support for the clustering process were substantiated, the implementation of which will contribute to the development of public-private partnership in the implementation of innovation.
