STATE OF ANTIPROPRODUCTIVE ANTI-CORRUPTION LEGISLATION OF UKRAINE IN CONDITIONS OF TRANSFORMATION OPERATIONAL RIGHTS IN OPEN SOCIETY

Abstract
The article analyzes the state of anthropomorphism of anticorruption legislation of Ukraine in the context of the transformation of the service law into an open society. Positive and negative effects of corruption are established. The main definitions of “corruption” are analyzed. The factors, which allowed Ukraine to improve the place in the world ranking of countries free of corruption, were outlined. It is proved that the anthropic measures of anticorruption legislation in conditions of building an open society are characteristics of different levels of cultures, but highly developed legal and other spiritual values, social practices, cultural codes of passionate people remain crucial for social progress. It is stressed that corruption is a social phenomenon that inhibits the development or decomposes the social organization of those societies where cultural characteristics of people open to social progress are ignored. The anthropological backwardness of domestic anti-corruption legislation is conditioned by low quality of laws, including unjustified use of appraisal concepts, streamlining, legal non-contextuality, etc. It is emphasized that the problem is technically transposed examples of western countries that do not correspond to existing socio-regulatory practices, cultural values and codes, do not rely on relevant bureaucratic values. The results of sociological researches of the author on issues of corruption for four years are given.
