State publishing sphere of Ukraine: problems and future development

Abstract
The subject of research is the activity of national publishing houses of state-owned legal entity. The aim of research is to find out modern condition of national publishing houses and organizations in Ukraine, in particular, to identify its problems of functioning and future development. Methods of research: generalization, comparison, analysis and synthesis, descriptive, statistical. The sphere of applying of results: publishing and booksellers sector; public organizations; interested in optimization of processes of publishing and bookselling; government officials. Results and conclusions. In the article was analyzed the situation in publishing houses and organizations of state-owned legal entity in Ukraine. There was pointed at publishing houses, which are in order of State broadcasting committee of Ukraine and others national institutions. There were characterized difficulties that face giving publishing houses: the absence of guarantee orders for edition of social important publications, the necessity of carrying of tender procedures, in particular, for buying the paper and printing service, difficulties in taxing of publishing. There were detached problems of functioning of national publishing houses: unsatisfying economic situation, backdated salaries, difficulties with rent, inobservance of law of Ukraine “About compulsive document samples”, directed to forming of statistic list of national publications. There was analyzed statistic of publication of bookwork by national publishing houses in recent years; summarized the dynamics of publications by title and printing run. There was noted, that national publishing houses of state-owned legal entity give good results of printed output by titles, that constitutes a quarter of all publications of Ukraine (by printing runs national publishing houses are inferior organizations of other form of property). The attention was paid on optimization of activity of national publishing hiuses of Ukraine and possible perspective of their development.
