Abstract
The review of laws and regulations on state regulation of universities in Ukraine. The basic principles of state regulation of high school leading countries. The study showed the urgency of the raised topics, its demand during the implementation of the Law "On Higher Education", the purpose of which is to improve the quality of higher education in Ukraine and the formation of a competitive system of higher education. The recommendations on the choice of priorities the reform of public regulation of higher education in Ukraine
