СТОЛІТТЯ ТОМУ: 1918-Й РІК – ЗНАМЕННИЙ ДЛЯ ЄВРОПИ (І УКРАЇНИ)

Abstract
A century ago, in 1918 in Europe (including Ukraine) the events of great historical importance took place. The author of the article, professor of jurisprudence B. Tyshchik inquires into them in general features, as they had significant and sometimes decisive influence on the fates of many European nations and states. One of such fateful events is the end of the First World War, which lasted more then four years and in which 33 countries with population over 1,5 billion people participated. The war ended with the enactment of the Versailles Peace Treaty which was signed by the participating countries on June 28 1919. The war led not only to the dissolution of four powerful empires – Austria-Hungary, Germany, Russia and Turkey, but also to the rise of such new independent states as Poland, Hungary, Сzechoslovakia and Yugoslavia. As a result of the war and revolutionary movement which had begun in Europe in 1917–1918, the republican governments were established in Russia, Austria and Germany. Moreover, new democratic constitytion stated, that such categories of people as minor ethnic groups etc, earlier deprived of basic human rights, would enjoy all the human rights to the full extent. In several European countries women obtained their political rights (sufragge in particural) for the first time. (Constitution of USSR 1918 etc.). On 9th (22) January 1918 the Central Counsel of Ukraine, created in March 1917 as the highest All-Ukrainian representative action body, issued the Fourth Universal, declaring full independence of The Ukrainian People’s Republic, which was recognised by 15 countries that year. In February 1918 the delegation of the Central Council of Ukraine signed a Peace Treaty with the members of Quadruple Alliance (Austria-Hungary, Germany, Bulgaria and Turkey). In April the constitution of UPR was adopted by the Central Council. In the same year in Western Ukrainian territory (in Eastern Galicia) West Ukrainian People’s Republic, whose centenarioan anniversary we are going to celebrate this spring, was proclaimed. Століття тому – 1918-го року – у Європі (у тому числі в Україні) відбулися дуже важливі за своїм історичним значенням події. Передусім ідеться про закінчення Першої світової війни й укладення Версальського мирного договору. Війна призвела до розпаду чотирьох імперій – Австро-Угорської, Німецької, Російської і Турецької, виникнення у Європі нових незалежних держав – Польщі, Угорщини, Чехо- Словаччини, Югославії. Унаслідок війни і революційного руху, що розгорнувся у Європі упродовж 1917–1918 років, проголошено республіканську форму правління у Росії, Австрії, Німеччині. Прийнято демократичні закони конституційного характеру, проголошено відсутні до цього часу права і свободи громадян, права національних меншин. У кількох європейських країнах уперше надано політичні права (зокрема, виборче право) жінкам (Конституція РР СРСР 1918 року, і ін.). У січні 9 (22) 1918 року Українська Центральна рада прийняла Четвертий універсал, яким проголошено повну державну незалежність Української Народної Республіки, яку вже цього ж року визнало понад 15 країн світу. У лютому 1918 року делегація Центральної Ради підписала з країнами Четверного союзу мирний договір. У квітні Українська Центральна Рада прийняла Конституцію УНР. Того ж 1918 року на західноукраїнських землях (у Східній Галичині) була проголошена Західно-Українська Народна Республіка.
